Preferences

There are four types of employment preferences offered to qualified applicants for non-appropriated fund positions. Preferences are listed below in priority order: 

Reemployment Priority List (RPL)
Qualifying separated employees shall have priority placement in the NAF activity from which they were separated as a result of a Business Based Action (BBA), when the position has substantially the same duties as the position from which they were separated and it is not a higher grade or employment category, provided the position is not being filled by an internal candidate. 

To apply for this preference, you must:
- Attach a copy of your separating Personnel Action Request (PAR) indicating the position was abolished via BBA.
- Write “RPL” on the front page of the employment application. 

Military Spousal Employment Preference (MSEP)
Qualifying military spouses may submit their request for hiring preference upon relocation to a new geographic location to which their spouse has been assigned. (New geographic location is defined as outside the Hampton Roads/Mid-Atlantic Region. Example: Applicants are not eligible for MSEP if the orders are from NAS Oceana to Yorktown Weapons Station.)

To apply for this preference, you must:
Attach a copy of your spouse's PCS orders when applying.

Acceptance or declination of a regular Full or Part-time non-appropriated or appropriated fund position ends your ability to claim this preference. A military spouse rated among the "Most Qualified" must be hired over the following preferences.

Involuntarily Separated (IVS)
Qualifying military members and their dependents who have been involuntarily separated from the armed services with an approved SPD code (block 26 of DD214) and an RE code of 3T or 4T (block 27) per the instructions of the Naval Personnel Command.

To apply for this preference, you must:
Attach copy of you or your spouse's page 4 of DD-214 when applying.

This is a one-time hiring preference that ends with the acceptance or declination of any position that is expected to last a least one-year. An IVS qualified applicant rated among the "Most Qualified" must be hired over the following preference.

Veterans Preference/Gold Star Preference
Qualifying military veterans and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for positions open to external candidates.

To claim Veteran's preference, you MUST:
- Submit a copy of your DD-214 (member 4 copy); AND
- Submit completed SF15 from the Veterans Administration (VA); AND
- Submit any other supporting documentation (disability, official statements, proof of service, etc)

To claim Gold Star Veteran's preference, you MUST:
- Submit completed SF-15 from the Veterans Administration (VA); AND
- Submit a legible copy of DD-1300; AND
- Submit any other supporting documentation (official statements, document of service, court decree, etc).

Qualifying applicants with preferences are considered in the order listed above. Then all other qualifying applicants are considered.
